Development of cooperation in university education of healthcare professionals between 1st Faculty of Medicine, Prague, and Ibero-Caucasian University, Tbilisi

The project aims at establishing long-term cooperation on the university level in terms of adopting the field of addictology into the framework of the Georgian higher education and healthcare system. The project will assess the needs of its Georgian partners in 2010, and will provide a summer school programme in August 2010. Plans for further cooperation will be a part of the project.

The 1st Faculty of Medicine, Charles University, has had a long professional history of work in Georgia, working together with Dr. David Otiashvili with his research-oriented NGO “Alternative Georgia” and then with the EuroCaucasian University. A joint project was granted by the Ministry of Education of the Czech Republic in Prague in January 2010. The project  focuses on the development of addiction and drug abuse treatment, prevention and harm reduction, and addiction science as such in Georgia; a field that I know is comparatively underdeveloped in the context of the “developed world” (albeit not so in the context of former Soviet Union countries).

Project goals:

(i) Conducting a needs analysis in the field of education and scientific-research activity in the field of public health, mental health, epidemiology and addictology in Georgia with the goal of determining priorities regarding long-term collaboration. The main goal is to carry out a detailed SWOT analysis as a source for the next step.

(ii) Formulating a short-term and medium-term concept for collaboration in the field of education and scientific-research activity in related healthcare disciplines with an emphasis on the field of substance use and its impact, including the perspective of impacts on European immigration policy and the risks associated with illegal migration and public health risks, not only in Georgia but also in the target countries of the migration.

(iii) Joint implementation of a Summer School of Addictology and Mental and Public Health for students from Georgia and/or other South Caucasian states.

(iv) Evaluation of experiences from the implementation of the Summer School of Addictology (using a standard process and outcome evaluation) and incorporating this evaluation into a draft concept.

(v) Drawing up a future solution for funding this type of collaboration and the beginning of negotiations with potential donors.

(vi) Drawing up a draft of a particular project which will follow on from the results achieved and developing one of the relevant fields in the form of a separate programme.
